Government is a way in which people organize themselves. Things like democracy are based on the wishes of the people under that democracy. As long as one has the ability to leave or join a nation as they pleas they can join nations which have laws most inline with their moral code and with the people around them. Most of the people of each nation can be assured their moral code can easily be fallowed and unforced.
I have to agree with Fred here, at least in some areas. We all have to abide by a form of universal morality, which is accepted in all cultures and has not been tested. However, countries may differ in what constitutes morality, thus taking argumentation and philosophical discussions to determine which rules are moral or not. In this regard, laws and legislation aim towards being moral, but many of them fall short. A moral law is do not kill, but we still support euthanasia. There are three types of law, natural law, moral law, and divine law, and because moral law is above natural law (legislation), it influences and guides legislation to make laws along the lines of morality, but some do fall short.
A good debate is not judged by bias, but in the context of the debate, where objectivity is key and rationale prevalent.
